I figured out one of my problems, default theme is only used for new users

I thought the use of a default theme in the inc-prefs
file would be universal in scope, but pre-existing
users won't be affected by its addition evidently.

It was only after creating a new user after the
upgrade to version 18-pre of netjuke that I could see
my default theme actually be used.

Its suppose OK as is then, that behavior. But I'd
personally prefer to have defaults for everyone in the
DB (that's my expectations for defaults anyway).

I sure like the theme addition though.
