The install general page content is empty

I have downloaded and try to install netjuke-1.0b16-php4.1+.tar.gz.

 

I am installing on Windows XP pro with Apache 2 php4 and mysql

 

After I filled up all the details in the form it returns a blank page. I
follow the instruction to view source and copy the content and save it
as inc-prefs.php but the content is as follows:

When I go into the netjuke root and it display a message as follows:

 

PREFERENCE FILE ERROR 

You must cleanup the generated preference file for the Netjuke to
function properly. 

Just open the file in any text editor, and remove ANYTHING before the
top <? and after the bottom ?>. 

Sorry, but some browsers just don't want to play fair when saving the
text file...

I got into nowhere because the inc-prefs.php is simply empty with
nothing to edit. 

 

Does anyone come across the same problem or could anyone point out what
have I done wrong
