Some thoughts:
I would look at this primarily on an album or artist basis rather than a
track basis, to make it easier for users to contribute, and to make it a
less daunting task for administrators with large libraries.
Perhaps a lookup at a site like this, cross-referenced with your library,
would be useful:

I haven't checked out the b18 pre-releases yet, but some tools to manage
genres and subgenres might be useful. I don't use the genre field at all. I
find it difficult to categorize music in a meaningful way that isn't
limiting. And the more categories and subcategories (genres and subgenres)
you create to describe particular niches, the less useful the system is as a
means of organization/browsing.
A simpler idea I might implement in a similar project is user
recommendations -- if you like this (album/artist/track) you might also like
this (album/artist/track). I was thinking of combining this feature with
ratings (1 - 5) and reviews.
