Batch Download Locks Server

I can't seem to find a solution to this anywhere...

Whenever users select multiple files for batch download, the CPU on the server goes straight up to 99-100% and will stay there indefinitely (I  have let it run for more than hour for 3 files) until killed.  Has anyone seen this before?
