1.0rc1 install problem

ok, I can't for the life of me get this to install.

start from fresh directory, run installer, go through initial install, then I 
get a blank page. the netjuke sql table is filled with 12 things, no prefs 
file created or displayed.

then I go through the "upgrade" to try and create a prefs file... I get the 
error that the existing file can't be found and to copy it and change the 
permissions. so I create blank one, and set the permissions and do it again 
and I get these errors:
