Error while connecting to hime page: cc_license.php

When I try to connect to the Netjuke homepage I get the following error:
Failed opening required 'cc_license.php' (include_path='') in
/var/www/html/netjuke/lib/cc_license/cc-by-nc-sa.php on line 23
 
Any ideas where I am going wrongs? My system is a Mandrake 8.2, with
latest updates. My php stuff is:
mod_php-4.1.2-1mdk
php-4.1.2-1.2mdk
php-gd-4.1.2-1mdk
php-common-4.1.2-1.2mdk
php-mysql-4.1.2-2mdk
