the 172kbit/sec rate

Hello, 1 or 2 years ago, someone postet here that he was able to 
encode a .wav file to a 172kbit/sec .omg file by calling the OMG 
secure module api

He said it was not possible to check it out via the openmg jukebox 
in lp mode, but in sp mode

because i'm not good enough in visual c++ 6.0 to code such things 
myself can the one who made it send me a simple demo 
application that performs the 172 kbit/sec encoding out of a .wav 
file OR the vc++ 6.0 source code for such a program?
