I'm glad someone actually made sense of my earlier babbling on this. :) 
I was just thinking that this protocol seems all too familiar, and I've
found out why: it's very similar to ASN.1 (as used by SNMP and a lot of
telecomms stuff).  Not quite the same, but they might be using something
standard like this.  Anyway, ASN.1 specs are now free!  Here's a few
