This is the "X11 Rosegarden" format used in that (technically quite different and much earlier) Rosegarden application. You should be able to import them in a current version with File -> Import -> Import X11 Rosegarden File...

If that doesn't work, I suppose it's possible the file has the wrong text encoding.
