were you working from the terminal or a file manager (eg nautilus,
thunar).
if a file manager, you may need to have it show hidden files or ~/.local
won't be visible.
if it is a terminal, then
ls -a
will show all the hidden directories and hopefully there is a ~/.local there.

that failing there should be at least a
~/.config/


may be you can find
~/.config/rosegarden/library

or you can run from your terminal:
locate rosegarden/library
and that should give you any rosegarden/library if it exists.
(it certainly did for me)

there must be a rosegarden/library, unless suse sets up rg in some sort
of strange way.
