   The easiest way to change the tempo in Rosegarden is to right-click 
in the tempo ruler (the blue ruler above the bar numbers) and select 
"Edit Tempo...".  From there you can change the tempo.

   Once the tempo is changed in the composition, the metronome tempo 
should change as well.

   I've attached a small example .rg file you can try.  It starts out at 
140bpm then drops to 90 at bar 3.  Load it up, turn on the metronome and 
press play.
