Rosegarden does not offer such a feature, and I can see that this ends up being confusing. The convention in MIDI is that Program Change #1 (to the user) is actually Program Change #0 to the hardware. If the program number is really important, include it in the name. It will look odd, but at least it will clear up the confusion.
