stuck with errors on Windows

Hi. New here. I'm trying to get SoX to work on Windows. I downloaded sox-14.4.2-win32.zip I extracted it to c:/sdr/sox In here, I coppied sox.exe and pasted it, renaming the new copy to play.exe I'm pasting my console output. Note that the file I specify with play, test.wav does exist, and I successfully converted it to mp3 and was able to play the new mp3 in foobar2000. It appears that only audio playback is not working. Btw, this command does generate audio play.exe -n -c1 -t waveaudio synth sin %-12 sin %-9 sin %-5 sin %-2 fade h 0.1 1 0.1 but the variation of this command that is in the pdf in the sox directory doesn't, it generates the same error I got below. The only weird thing I can think of that might be unexpected is this is a 64bit machine running a 32 bit version, but I suspect that is ok as there was no 64 bit version on the downloads page. Someone else had the same issue and there is no solution on their effort.
