After putting in a bit of effort, I've now got the Speex VBR codec working in
both the unix and windows versions of speakfreely. It's still in development,
but quite usable at this stage. My impression so far is that it gives
approximately GSM quality with half the bitrate, and much better handling of
lost packets.
