Could be fairly trivial. However, the problem is what to do with
timeouting of the information; either it would clog the list if it would
linger forever, or it would have to be periodically refreshed.

Can anyone tell me in brief how exactly LWL works, including the packet
format, or will it have to wait until I have time to read the source?

Not much on its own. Negligible for one user and sane refresh times (15
minutes?). Could be a lot in case of summing this for couple thousands
users.

However, can't we use a different trick? Could a kind of dynamic DNS
server work? A lot of informations can be put into eg. a TXT record. The
system could work similar to a cross of a realtime-blackhole DNS service
with dynamic DNS and reverse DNS lookup; an address of the format
user.identification.reversednsdomain.com could resolve to its current IP
and its corresponding TXT record could contain additional information.
Like eg. TXT records of 4.3.2.1.bl.spamcop.net (where 1.2.3.4 is spammer's
IP address) do.

But I think Jabber would be better way to go, as there is a lot of various
issues (authentication, presence notification, etc.) that are already
solved there, and connections from the client to the server are always
outgoing from the client, so there is no problem with NAT in between.
