Sources are at http://speakfreely_u.sourceforge.net. You just
follow the instruktions in the INSTALL file. 

The sflwld is one of the executables, that is built.

man sflwld should help after calling make install.

OS is any UNIX and possibly also Mac OS. Even Windows wiht cygwin
could work.
