I agree with Soren's removal proposals with one exeption

o removal of direct modem communication. 
  In the contrary I am in favor of enabling speak freely for modem
  communications.

  Soren, I do not buy the argument of the ubiquity of the internet.
  The reason is the growing part of internet users which are banned
  from peer to peer connections by (ISP/employer/state driven) 
  NAT routers and Firewalls. 
  Have a look on John Walkers "End of life" announcement and 
  his paper "The digital Imprimatur"

  to see what I mean.
  Enabling speak-freely to use modem connections makes it the 
  always working solution to the task of making a telephone call
  whith is secure from wiretap. Most Laptops today have Modems
  (yes I know, win-modems) built in, so a laptop can be used
  as a secure telephone. 

  Also many mobile phones can be used as a GSM modem (with Data Rates
  between 4,2 to 9,6 KBit/sec which is enough for modern codecs.
