That's the approach taken by www.cryptophone.de (which uses a relatively
old 4800 bps CELP codec), and in my opinion it is a sensible one for
mobile communications. In my experience, GPRS (2.5G) suffers from very
high latency and, often, congestion: no good for VoIP. And in many
countries it doesn't come cheap either.
