FWIW, this doesn't fix it. Further notes in the github issue. Short version: the scroll wheel logic in AlwaysShowScrollbars() blocks the scrollbar policy.

IMO AlwaysShowScrollbars() needs to go away. It's broken.

I have a local build where the scrollers are properly usable, but I don't have anything to give the students (using Mac and Windows).
