Unicode file paths

I'm getting reports from students that file paths containing Chinese characters (entered into SC by dragging a file into a GUI view) are not working in SC for Windows, 3.9.1. SoundFile can't open them. I tried one earlier tonight in Linux, no problem. So the problem with unicode encoding of strings is not fully fixed. My code is not manipulating the strings, only using the path as obtained by the Qt view. Any hints as to troubleshooting details I should get?
