On my system (Debian sid), there isn't even an libintl:

andy@alice:~% locate libintl
/home/andy/src/foreign/glib/glib/glibintl.h
/usr/include/libintl.h
/usr/lib/preloadable_libintl.so
/usr/share/awk/libintl.awk
