I can only say that the code does not follow this explanation. It does 
all kind of strange things.

I think that the separation between "primary" and "secondary" is a 
little bit special. Additional the code has some special handling of 
"download" and "browser" and "toolbar".

I guess it would be a good idea to collect just the requirements for the UI.
My requirements ware:

1. it shall be possible to load an arbitrary number of UIs
2. if no UIs are specified on the command line, then a selection from 
the configuration file shall used.
3. if still no UI is loaded then zinf shall try to load a pre-defined UI 
(could be different for graphical or text environment)
4. a UI shall be able to  refuse to be loaded
5. a UI shall be able to request other UIs to be loaded
6. it shall be possible to load other UIs later on


just collect all the requirements, conflicting requirements need to be 
discussed.
Then all requirements should be placed in the documentation and the code 
should be implemented according to the requirements.

Open SW needs a little bit more SW design in my opinion...
