Yet more minor compilation fixes. I added the utf8 library to the Windows build, and removed preferences code from the main project and put it in a separate static library, since other shared objects need it and Windows requires shared objects to have fully-defined symbols. Just vorbis to finish up (need to cobble together a mkstemp() function), then I think it's ready for runtime testing. BTW, has anyone seen a bug where very short sounds (<.5 seconds) get cut off in Zinf?
