Your sourceforge mail account is not active yet, so
I am writing a response here.

I don't know of anybody working on a FLAC plugin. 
It would definitely be a good thing.

Some pointers to getting going:

1. Use the CVS version (the release is quite old).
2. You must have all optional packages installed in order
   to generate the configure script.  I can try to
   give you a list if you need it.
3. Use the latest automake and autoconf tools.
