I don't know the about the last time anyone managed to compile Zinf using the provided visual c++ project files in the source (I never managed it), but I have recently been attempting to compile Zinf using mingw and gtk for win32 with some success. I've so far managed to get working the base zinf executable, the local file pmi, the wav lmc, and the soundcard pmo, as well as the gtk versions of the zinf theme ui, and the musicbrowser ui. I haven't yet attempted to compile any of the other plugins but I imagine it should be possible to compile most without too much hassle (the main problem is likely to be the many many dependencies needed). So, with modifications, the current cvs version, using the current gtk ui's, can at least play wav files under windows.
