I think they deliberately keep the average bitrate below the nominal
bitrate. I presume this is to do with streaming/filespace. i.e. They
presume if a pick to encode at 128kbps, i mean make sure I can stream
this over a 128k connection, rather than make sure that the quality of
the file is at least equivalent to 128kbps.
