This was an annoying trait of the software volume control.  It seemed to
have other problems due to an overly safe nature.   If you are
considering working on this, then also
consider adapting some code from
eq-xmms, a software only equalizer.

Currently the equalizer only effects mp3,
as the equalizer functionality is built into 
the xing decoder.   Since eventually
this decoder should be replaced, and 
ogg files and CDs have never had any
equalizer control, it would be really nice
to wrap these changes all together.

All the equalization code is in iir.c
and it seems easy enough to adapt.
You would have to some heavy plumbing
to get it correctly into the pipline and integrate it with the current
equalization UI.
