It seems it was built without binreloc support.. Weird. Is this the
version you're running?

You have three solutions:
1) re-install the .package with --prefix /usr/local:
  package install --prefix /usr/local mkapspec-0.4-3.x86.package
2) Grab the source, do the usual configure && make && make install
3) Wait until I re-build it (which will be at least a week, since I'm
on the road next week)
