binreloc need not detected on some new distro

I have been reported problem on Suse and Mandriva 2008.1.
When a rpm is build binreloc is auto disabled.
I am not sure it's the issue but I found out that binreloc.m4 checks
"$libexecdir" = '${exec_prefix}/libexec but on Mandriva the configure
passes --libexecdir=/usr/lib
Is this a known issue ?
