Retention is set per job *and* per media.

Yes,
However you must understand the difference between media retention and 
job retention.

If you don't purge media, bacula won't overwrite that volume with a new 
backup; however if it's on an offline USB disk, well, it wouldn't 
anyway, could it?

If you still purge the related jobs, every information about what files 
are on those volumes is lost and that's why you only can restore by 
using an external utility (bscan/bextract).

Check the manual for more details.
