Maybe try installing the "php-pdo" package...???

# dnf install php-pdo


If it is already installed, maybe you have a SELinux problem.  You can 
temporarily disable SELinux with the command:

# setenforce permissive

If it works after disabling SEL, you probably need to turn on the SEL 
setting "httpd_can_network_connect_db".

# semanage boolean --modify --on httpd_can_network_connect_db
