The "live" backports repository is disabled and archived for any release that is moved to the LTS stage, so no wonder you could not find anything on there. You need to go to archive.debian.org or snapshot.debian.org for anything in release-2 or older. https://archive.debian.org/debian/pool/main/b/bacula/ also has the needed packages.
