Fileset changes, what triggers?

What is it that triggers Bacula to upgrade my backups from a Diff or Incr
to a Full because of a FileSet change?
Is it *ANY* change within the Fileset {}, even a comment, or is it based on
something else?  I can't imagine it's a timestamp on the config file,
because you could have a monolithic config file and any change anywhere to
that file would then trigger a fileset-change.
