With no files in the Incs, there is nothing for Bacula to consolidate, and you are in the exact spot you have described.

So, your next option(s) might be to look into Copy or Migration jobs.

If I were in this situation, I might have a RunScript{ RunsWhen = after; RunsOnSuccess = no; RunsOnFailure = yes}, which 
could call a script to trigger a copy or migration on a failure of the VFull..

Of course, the script would need to have some logic to determine why the VFull failed - I mean you would not want to migrate 
the full because someone cancelled the VFull, for example.
