I'm just reporting what I experienced.  When I use localhost, it works. 
When I use the server's IP address, it fails.

I don't have a firewall on my server. I am running fail2ban however. 
AFAIK that doesn't block ports. And a local IP address shouldn't go 
through the router's firewall.
