Bacula-Web 9.9.3 release

Hello,

I'm pleased to inform you that Bacula-Web 9.9.3 is now available.

This is a maintenance and bug fix release, and also a good amount of work
to "prepare the path" for next major release.

As usual, I highly recommend upgrading to the latest version to ensure a
good and stable user experience.
