No.

1st Monday meens "the Monday in the first week of the month".

A week always starts with a Monday and ends with a Sunday in Bacula.

First week this month only consisted of a Sunday.

You can schedule, for example "Run = Level=Full Monday 1-7 at 4:30".

Or just use the seconds week Monday.

Similar considerations apply for the last Sunday, Saturday, etc. in a 
month but there's no really good solution for that.
