Ten years later, grub-mkconfig (GRUB) 2.12-5 still has this issue.
Recently I installed the kernel 6.11.0-rc7 and then 6.11.0, when I made grub
config file with grub-mkconfig it set 6.11.0-rc7 as the default item.
