Setting the velocity for a joint really just sets the "target" velocity 
for the
joint -- the physics stay in effect.  Depending on how the joint is 
used, it may
not reach the target velocity due to other constraints, like friction 
or contact
with other bodies.

Though counter-intuitive, you should be able to restore the joint to 
its previous
configuration by setting joint velocity to 0.
