+Ok, this needs a little explaining.

+Anthill's private/public states are a little limited.  A bug marked private is visible
+to all registered users; it's not visible/available to users who are not logged in.
+Private in this context is private to the site... ie. if you run a public site, you
+can mark a bug private and people who are not registered are unable to view.

+There is no private as in "Assigned/owner/reporter only".  So, in this case, if
+you logged out and did a buglist, you wouldn't see it, but if you were logged in,
+you would.

+I just double-checked the code and this is in place so it should work "as
