OK :-) I guess I thought "broken Help links by default" was a big enough
bug that surely it wouldn't be so old...

But all the Help links are broken by default! That's a horrible user
experience. I think we should definitely either:

* Document in the installation instructions that people should compile
the docs;
or
* Document in the installation instructions that everyone needs to
change docs_urlbase (then why not change the default?);
or
* Change the default docs_urlbase to ReadTheDocs and document what to
use for local docs.

We should surely do one of these things.
