Do not make it a must-set parameter. Really, it's not one of those
critical parameters which must be set absolutely when running Bugzilla
for the first time.

All the details are in the bug I mentioned in a previous message. There
is really no need to talk about this here (we have a bug-tracker exactly
for this purpose). This is not something which suddenly becomes urgent.
This problem exists for more than 7 years.
