login authentications is not working

Hi,

	We are using gnats with gnatsweb as a web interface, in login
page it's asking for username and passwd and database, but if you give
wrong user name and passwd also it's accepting and giving access to PR
creation page for that database. 

	How can I put proper login authentication for gnatsweb, for
particular database. Even gnats.access file also not working if I give
deny for all also no use, gnatsweb giving access to gnats PR page.

	Please give me solution for this.
