Problem creating many PR's in a single gnatsd session.

Another problem I have, which isn't a big deal since it's unlikly to happen,
is during a single gnatsd session it dies after try to create the 125th
problem report.
 
Below is a log of the gnatsperl session which shows that the first PR's
Submitter-Id is set to "broadcom" and it accept's it, then for the next one
it won't accept it.  I suspect it's related to my previous report where to
many files were opened?
 
Both problems are happening in Gnats 4.0.
