wishlist: send-pr should be splitted in configuration file(s) and program

Hi,

I would like to see that send-pr would read a system-wide configuration 
file and a user-specific configuration file, like almost every other 
program does. These configuration files may be shell scripts that are 
sourced in, to make the change easy.

Why doesn't send-pr does this until now?
