I tried adding both "-DHAVE_DECL_GETOPT=1 -DHAVE_DECL_BASENAME=1"
and "=0" (in separate attempts) to CFLAGS. With either option,
my compile now fails with

make: don't know how to make gnats-pwconv.o. Stop
