	Added patch #4511 that fixes PR gnats/504 (gnatsd crashes when trying t
o lock a nonexistent PR)

	- get_pr_path does not call getCategoryFromIndex anymore, because when 
it did,
	it already knew that the PR does not exist.
	- Changed the prototype of get_pr_path by removing the ErrorDesc argume
nt,
	because getCategoryFromIndex would set it, but it's now removed.
	
	index.c/index.h:
	- Since getCategoryFromIndex is no longer needed, it is being removed a
ltogether
	including its calees findPrCategory findPrCategoryBinary.
