		* config/texinfo.tex: New version of the texinfo.tex file.  Can be
		installed by automake, however I wanted to ensure the latest
		version was available.
	
		* doc/gnats.texi: Updated copyright sections with more modern texi
		macros.  Included the GNU FDL.
	
		* doc/p-admin.texi, p-inst.texi, gnats.texi: Changed references to
		the old '--with' prefix to the '--enable' prefix for
		appropriate options.  '--with' is intended to include 3rd
		party software packages.  '--enable' is intended for use with
		feature inclusion or activation.
	
		* doc/fdl.texi: Included GNU Free Documentation License in the
		distribution.
