Issues in gnatsweb 4

Running on Debian Woody, Apache 1.3, GNATS 4.01, GNATS Web 4.0.

FTR, I don't know why all the references I've seen say to "use the
GnatWeb distributed with GNATS" - the official GNATS tarball from
November 2004 on the GNU website doesn't have Gnatsweb in it.  One must
locate and go to the Gnatsweb site, and download and install another
package.

This first issue I have:

Looking at the source, it is trying replace to ';' with '?' or something, but is
getting/returning an empty screen - sorry, I don't know perl.

Apache log:

Second issue:

I can telnet to the host GNATS is running on, or logged in locally, and
issue 'chdb myusername mypassword default' - it works just fine.

200 honu GNATS server 4.0.1 ready.
chdb default chris bugs
210-Now accessing GNATS database 'default'
210 User access level set to 'admin'

Gnatsweb however, is having problems managing it. gnatdb.host_access,
etc. are configured -  localhost as well as the IP address of host are
granted access.  I can also submit PRs locally or remotely.  Just
can't login to Gnatsweb.
