The lock file is 
<path-to-your-gnats-db>/gnats-adm/locks/<pr-number>.lock

Have a close look at that file (ls -l; cat) and decide whether it is 
really stale (as it is more than half a year old, chances are very 
good :-).  If it is stale, simply delete the lock file.

Be careful with the decision whether the file is stale: I have seen 
colleagues who had locked reports for a week or longer, and they 
really had their tkGnats still open on that report.
